How the work is shaped

A Conditional Use Permit is a political document as much as a regulatory one. The technical merits of the application — parking ratios, ingress/egress, sensitive-use distances — are necessary but not sufficient. Approvals are won or lost on the quality of the narrative presented to a Planning Commission and the relationships built with adjacent property owners and community stakeholders before the hearing.

The practice has run discretionary entitlement processes across cannabis retail, alcoholic beverage, and fuel/convenience retail in California and New Jersey. The methodology is the same in each: the application is the floor, not the ceiling.
