New Jersey Municipal Cannabis Opportunity Tracker
A quarterly-updated dataset of every New Jersey municipality’s posture toward cannabis retail licensing — opt-in, opt-out, ordinance amendments in progress, license caps, and zoning posture.
New Jersey has 564 municipalities. Each one sets its own cannabis ordinance, license caps, zoning posture, and amendment trajectory. The municipal-level data is the data that determines whether a license is worth pursuing.
No public database compiles this in a usable form. Operators rely on word-of-mouth, the occasional trade-press article, and individual municipal-website research that takes weeks to do well. The Costera Group Municipal Tracker is built from a continuously-updated municipal monitoring system the practice has operated since 2024.
The tracker is published quarterly. Sample data is available on this page; the full dataset is delivered to subscribers via quarterly email.
